State Highway 360 @ East Broad Street
Signal Construction

Per the City of Mansfield, construction has been delayed due to delays on the engineering plan review with TxDOT.  The City of Mansfield is responding to TxDOT comments and will re-submit their engineering plan in August 2008.  Depending on the time it takes TxDOT to respond, it appears that construction will not start until the end of the football season at the earliest.

RE:  Signal at Hwy 360 and East broad Street – Mansfield

I am writing to you concerning the process of improving the cross over on East Broad Street at SH 360 in Mansfield.     It is my understanding that the expense for the road work as well as the signal construction is being absorbed by the City of Mansfield.      I also believe that the necessary traffic studies have been completed at the intersection.

I learned at the Mansfield City council meeting last night that, due to what seems to be a tangle of state bureaucracy involving the warrant process as well as the state’s  bidding and procurement procedures of the actual signals, it could be from 9-12 months before this project is completed.   Even though the City of Mansfield is ultimately paying for the signals, the state does not allow the city to procure the equipment, but, instead, forces the city to wait while the state facilitates acquisition of the lights.     It is unimaginable that we should deal with this traffic problem for another year, especially because of bureaucratic nonsense.   

During morning and afternoon rush hours, on Friday nights, on Saturday mornings and on Sundays after church, Broad Street is so congested due to the lack of efficient traffic control at that intersection that even the fire department engines and ambulances cannot safely and effectively navigate through the traffic going east from Station 3 in Mansfield.  Often the traffic backs up so far that it completely blocks the fire station driveway altogether.      Not only is the traffic a severe inconvenience, the lack of a signal at that intersection has become a safety issue such that it inhibits effective emergency access to the residents of Mansfield east of SH 360.

Because of the location of this particular intersection, this is a safety issue that affects constituency in 3 separate state representative districts.   The City of Mansfield is funding this project and the city is ready to proceed.   Please cut through the red tape.  I am appealing to you and asking that the TX DOT cooperate with the city officials in Mansfield to get the intersection of Broad Street and SH 360 improved immediately.
